Lake Oroville Area Public Utility District
California Government Code 56425 requires a sphere of influence to be established for each public agency and special district with the State of California. Further, Division 3, Title 5 of the California Government Code provides for LAFCO oversight for changes in organization such as annexations or detachments.
The Lake Oroville Area Public Utility District (LOAPUD/District) provides sanitary sewer collection services mostly for the unincorporated areas east and south of the City of Oroville, serving approximately 12,000 people. The District was formed in 1938 and until 1977 owned and operated a wastewater treatment plant providing treatment and disposal services in addition to collection.
Customers include single and multiple family residences, a variety of commercial uses, and public facilities including schools and recreational facilities associated with nearby Lake Oroville. Nonresidential customers have been converted to EDUs (Equivalent Dwelling Units) for record keeping purposes. According to the District's records, service was provided to 5,576 EDUs as of October 1, 2005. The District is one third of a Joint Powers Agreement along with the City of Oroville and Thermalito Irrigation District (TID), with the Sewerage Commission - Oroville Region (SC-OR) providing the wastewater treatment and disposal.
